What is the correct setting? Why doesn't Joomla use this performance booster?
It seems that Joomla is a bit behind the times!

Without going into all the complicated, technical blah blah, the simple answer is that Joomla already has it built-in.
The recommendation is there simply to avoid any possible PHP conflicts.
Most times leaving it on won't have any bad side effects, but unless you need it for other, non-Joomla scripts running on your website, its best to turn it off.

To set it to off, edit your php.ini file and change output_buffering = 4096 to output_buffering = Off
Remember to restart Apache /Nginx after making the change.
